Job Description:
JOB SUMMARY:
  • CARE International in Pakistan (CIP) houses an Emergency Preparedness and Response Program as one of its regular program areas, under preparedness there are components of Disaster Risk Reduction (DRR) and response preparedness. The program is being implemented in partnership with local NGO partners, other stakeholders include government agencies, peer INGOs and CIP ongoing projects. Monitoring, Evaluation, Accountability and Learning (MEAL) is critical component of all CARE programming including emergency response. The MEAL Manager will be lead for EPR Program’s Monitoring, Evaluation, Accountability & Learning under the supervision of Director Emergency. The MEAL Manager will lead MEAL component of CIP emergency response, emergency preparedness, DRR projects undertaken by partners, partners’ capacity building on monitoring, assessments, evaluations, data management of Emergency Preparedness etc. The position will provide technical assistance in the design & implementation of MEAL system and tools. The position will assess and build capacity of CARE staff and Partners to ensure Emergency Preparedness and Response program quality implementation including small grants program for partners.
RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Development/improvement & Management of MEAL system, tools, and processes (40 % of Time)

  • In close collaboration with Implementing Partners (IPs), relevant CARE emergency preparedness and response staff, technical coordinators, design MEAL systems and tools for CIP EPR program which has various components. Make sure that the system captures both quantitative and qualitative aspects of CIP’s emergency preparedness and response programs. Develop / use standard indicators (as developed by CARE International) for CIPs’ sectors of emergency response (Health and Cash Programming), use / incorporate the indicators in the CIP MEAL system.
  • Act as focal person in the organization for update and management of the MEAL system.
  • Lead monitoring and evaluation of sub-grant program under EPR portfolio.
  • Develop/adapt appropriate tools and processes for new DRR, preparedness or response projects in line with MEAL systems.
  • Train and provide on job the support to relevant staff in using the MEAL system and tools to collect key lessons learned, and ensure such lessons are disseminated to the CARE staff (in-country and internationally) implementing partners and others.
  • Lead a) need assessment after emergencies, b) monitoring need of various projects, c) project baseline and evaluation requirement etc. to present high quality information to stakeholders. This will require working with partners to build capacity in the identified areas.
  • Asses & report on minimum quality standards like SPHERE, HAP, People in Aid, LEGS, good enough guide etc. in all interventions at activity, output and outcome level and take measures to ensure required improvements are incorporated.
Job Responsibility # 2: Accountability & Learning (30% of the total time)
  • In collaboration with Knowledge Management staff in CIP, develop mechanisms for documentation of learning and accountability to ensure learning and accountability in CIP emergency preparedness and response program (CIP and IPs)
  • Coordinate reflection and review workshops and follow up on the agreed way forward
  • Design/ refine and act as ‘lead’ to implement Complaint Response Mechanism (CRM) in-line with HAP standards and maintain database and reporting for CRM. Build partner capacity on CRM implementation in emergency programming.
Job Responsibility # 3: Training, Research & Capacity Building (10% of the total time)
  • Design and conduct MEAL trainings to ensure that MEAL is integrated in all projects.
  • Support in the designing and conducting research studies under the EPR program in line with the CARE Country Office strategy
  • Coordinate with other units linking the EPR program MEAL information with the Country Office Strategy
  • Develop/coordinate learning of remote monitoring system for various scenarios
Job Responsibility #4: Programme Documentation and new program development (15 % of Time)
  • Set up and maintain an electronic and hard copy system for storage and access to key documents such as MEAL tools, progress reports, tracking and reporting forms, monitoring reports, proposals, evaluations and other program information.
  • Providing support in programming activities in term of designing, learning and quality.
  • Provide support, particularly in LFA development and MEAL components for new program development
Job Responsibility # 5: Other duties: 05 % of time
  • Remain up-to-date on CARE MEAL resources, MEAL strategies, tools, concepts, and best practices relevant to Emergency programming and humanitarian relief
  • Coordinate with other stakeholders including Accountability Learning Working Group (ALWG) for sharing of learning and good practices both at country level as well as CARE International level
  • Other duties, as assigned.
QUALIFICATIONS (KNOW HOW)

EDUCATION/TRAINING

  • Required: At least Masters degree in sociology, development studies in Development related disciplines or equivalent.
EXPERIENCE:
  • At least 5 years of work experience in Monitoring, Evaluation, Accountability and Learning related to humanitarian response and preparedness in various sectors and use of globally agreed minimum standards including SPHERE, HAP, LEGS, People in Aid, good enough guide etc…
  • Ideally this should include, at least 4 years of work experience in research and analysis, statistical analysis and capacity building.
  • Experience of working in collaboration with local NGO partners
  • Experience of designing and delivering M&E trainings.
TECHNICAL SKILLS:
  • Strong research, analytical, interpersonal and communication skills, and the ability to work effectively with a wide range of stakeholders;
  • Excellent creative and reporting skills
  • Computer skills (word, Excel, MS project);
  • Conducting Training /facilitation in trainings.
  • Quantitative and qualitative data analysis skills.

CONTACTS/KEY RELATIONSHIPS
  • The incumbent is expected to collaborate with counterpart government agencies, I/NGOs and Forums. S/he also will work in close collaboration with the Program Sector Advisors/Managers/ Coordinators, Area Team Leaders and most importantly with Implementing partners
WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED.
  • This position is located in Islamabad with frequent field travel as and when required
