Job Description:

1.       Rationale for the assignment

Due to the limited economic activity and income generation options and the resultant loss of assets due to back to back disasters experienced, there is a dire need to diversify income options of disaster affected poor and vulnerable community members in marketable demand-driven activities

To fill the technical skill gaps identified through the market assessment study conducted in BDRP Phase-II and previous experience of Phase-I, vocational skill trainings under CBDRM-BDRP programme will be conducted for selected beneficiaries. Services from Individual consultant will be hired to conduct market-oriented trainings (Tailoring/ dress making, hand embroidery and beautician) in District Ghotki and Dadu. The beneficiaries of these trainings will be women and people with disability. The project will further strengthen the links of the trainees with other relevant organizations, market and microfinance institutions. To build the capacity and enhance the skills of community members under the CBDRM-BDRP Programme phase-II International Rescue Committee (IRC) is looking consultancy services from competent and experienced individual consultant to design vocational skills trainings through modular approach on following skill areas:

a)      Tailoring, dress making

b)       Hand Embroidery

c)        Machine Embroidery

d)      Beautician

Duration of each training is around two month. The lead consultant will be responsible to arrange the resource person for above mentioned skill area as identified need from community to deliver trainings at field level. The IRC will monitor the training quality and facilitate arrangement at community level.

2.       Specific Objectives of Assignment

To build the capacity of selected participants on above skills to enable them to produce good quality products and be able to engage with the market.

To promote practices of traditional skills of dress making embroidery and beautician.

To develop necessary knowledge and expertise of stitching methods and embroidery

Enhance career counselling and motivate participants to use skill as business

To facilitate selected participants in building backward and forward linkage with relevant market stakeholders for better income generation

3.       Outputs

The consultant(s) will produce following key outputs; these outputs can be further adjusted after selection of consultant:

·         Design trainings on modular approach for two month duration and dynamic teaching methods to develop group members’ interest in education and develop the business skills.

·         The consultant will present the training module / materials and session plan for IRC review and approval before implementing in the field. Once approved from IRC, the module will be implemented.

·         To analyse training need, education and understanding level of participants and design training content and methodology accordingly.

·         Ensure that participants will be able to produce  good quality products of their specific trade at the end of training

·         Provide trainings in the field and maintain all the record (pre and post evaluation, beneficiary list etc).

·          Provide the detail training wise report on the completion of training.

4.       Scope

Target group approximately 350-400 women community members selected for different trades (tailoring embroidery and beautician) from the rural area of District Ghotki and Dadu.

Geographical - 07 union councils of District Ghotki and Dadu each in Sindh Province.

5.       Line of communication

The consultant will report to International Rescue Committee livelihoods component lead for CBDRM-BDRP programme

Qualification, previous work experience and Skills

·         At least 5 years’ experience in developing and facilitating training on vocational skills in relevant skill area (Tailoring/ dress making, embroidery and beautician).

·         Inter or Graduate level qualification in related subjects (Business administration, Marketing, economics or related) /

·         The Trainer(s) must be certified from a technical education institution for the specific trade

·         Demonstrable experience in facilitating training on mentioned trades

·         Excellent communication (report writing) and facilitation skills.

·         Willing to travel to the rural areas and understanding of rural socio-economic fabric

Deliverables and Schedule

The Consultant will produce following key deliverables (subject to further refinement in consultation with the selected consultant):

·         To develop vocational training guide with photographs demonstrating good business practice and visual aids must be relatable for the learners. The Guide should be translated in the Sindhi before its use to facilitate the sessions.

·          Provide training report  quarter wise and  one complete report after completion of all trainings

6.       Time frame

These trainings will be spread over a period of May 2019 to June 2020 and the selected consultant will be engaged time to time as per plan. A detailed plan will be agreed with the consultant at the time of contract.  Total training event will be around 15 and duration of each training is around two month. These trainings will be conducted at community level.

7.       Instructions to complete and submit TOR

The following are the key instructions for bidders/ Consulting firms who are interesting in submitting a proposal:

a)      Please study the TOR completely and follow and prepare the bid proposal according to the instructions.

b)      While submitting this tender, the evaluator should submit a valid registration certificate, NTN number, past three years’ audit reports, organizational profile including structure of governing body (Organizational Structure) and areas of expertise. 

c)       The length of the bidding document should be approximately 10-15 pages.

d)      Please use Calibri font size 11.

e)      Technical and Financial documents should be submitted in separate sealed envelopes.

f)       Each Technical proposal will be evaluated with 70 marks. Submissions scoring below 60 percent in the Technical proposal will not be eligible for further evaluation.

g)      The value of the Technical and Financial proposals will be evaluated at a ratio of 70:30.

h)      The parties should send their questions and queries related to the TORs to: hr.pakistan@rescue.org

i)        The tender document should be submitted to the IRC Country Office by 5:00pm, Pakistan time, 25th March, 2019. Proposals submitted after 5:00pm on that date will not be taken into consideration.
